FORT LAUDERDALE, Fla. - Broward County's embattled election chief declared two municipal primaries Tuesday a success, saying the cities' willingness to work with her led to smooth elections.

But it was unclear whether Miriam Oliphant's message would resonate with officials in more than a dozen other cities, many of whom have voiced reluctance to cooperate with her in elections next month.

"We're hoping that this is a success and that people will see you get success when you work together," Oliphant said Tuesday during visits to polling stations in Fort Lauderdale and Dania Beach.

Oliphant has come under criticism over financial problems in her office and last year's botched Democratic primary for governor.

The elections office incurred a $1 million deficit last year, and Oliphant has not been able to explain what caused the deficit.

Fort Lauderdale Mayor Jim Naugle said he hadn't heard of serious problems in Tuesday's voting, but was going to wait until all the feedback was in to gauge the success of the election.

Oliphant said all of the polling stations opened on time Tuesday. A handful of machines had to be switched for backups.

Voter turnout, however, was low. In Fort Lauderdale, turnout was the lowest ever for a contested mayoral race, with about 17 percent of eligible voters casting ballots.
