(1) France would only need to veto a resolution authorizing force in the rather unlikely event that such a resolution would otherwise pass.

(2) As for their motivations to stick their neck out, maybe France is motivated to do what they think is right, even if there are costs. That's the motivation that many supporters ascribe to Bush, and what's sauce for the hen is sauce for the rooster.
