Yeah, an election. We have Republics in the West, not Democracies, in the strict sense. In the US, the founding fathers designed the system specifically to protect against the depredations of mob rule. The masses are rarely if ever informed enough on the issues of the moment to make the best decisions, and a certain amount of trust must be put in the elected to make (hopefully) principled decisions that will be the best for the country. If the electorate don't find those decisions to be the best and the performance of the elected to their liking, they kick them out at the next election. Anything else is governing-by-poll, which would be schizophrenic at best if you think about it.
