In christianity, one has a local church with its officials, that kinda reports to a higher officaial etc...

In islam such a construct does not exist in a formal sense. In the real world, typically, a leader of a particular mosque is seen as an elder person, by other leaders of other mosques. It is a non-formal structure.

a specific mosque may preach hate (as u put it), but its not binding on othes who go to other mosques.
