They have whatever authority their audience grants them (i.e. a popularity contest), or, if they have a government position, whatever powers the position grants them.

But Islam does not have a structure equivalent to the Catholic hierarchy. Nor does Judaism. There is no equivalent to a bishop, who is under the authority of a cardinal, who answers to the Pope.
