Chechnya's a bit different... there is a lot of covert outside support for Chechnya, and Iraq would have little to none, I'd expect. Second, Russia is strong compared to Chechnya, but it's absolutely dwarfed by the military might of the U.S..

Might doesn't make right, but it makes for some pretty tidy victories sometimes.
