Once my 10 point plan is in effect, I'd then move to end the War on Drugs immediately, replacing the drug war with a harms reduction program predicated on a public health and not a criminal perspective.

This would help ease smuggling routes which also are used to traffic illicit arms. Trying to both is ridiculous--concentrate on illegal arms sales throughout the world.
