Structures can be unspoken, yet pervasive. A friend of mine who does aid work in Pakistan says muslim women are the low of the low there and they know it. Really, the muslim religion looks more like a boys club than anything else to me. So I guess you're right, if you keep women out of power then they are not part of the heirarchy.
