Make that a PanIsalmic State.
That is what OBL wants.
He directly stated he wanted to return to
the territories at the height of the Ottoman Empire
and even all the territory of the Moors (meaning Spain).
Strange though that the Saudis and others wanted break away from the Ottomans.

OBL also wants to extend the territories into central Africa.
