Your links don't say that Saddam himself said he'd harbor Al-Qaida operatives, they just say that administration officials say he does. There's a major difference.

I'm sure that most of the Arab governments have had some sort of contact with al-Qaida members... the question is whether or not they're deliberately aiding them. Saddam doesn't seem to be, though my guess is he would if he really had the chance.
