Yes. In the long run it is inevitable that most nations who want to acquire weapons of mass destruction will either be able to produce some themselves or acquire them on the "free market". Bilow has elaborated on this topic a number of times. We better get used to the image proposed by Jacob Snyder of the world's nations traveling as passengers in a fragile space ship, many of them carrying a grenade.
