Interesting observation.

Perhaps America's blunder, in not making it clear to Saddam NOT to invade Iraq, actual saved the world from a nuclear confrontation. With Clinton in office, there would have been a huge disaster.

The big question then is: Can America save the world from a nuclear, or chemical, or biological confrontation now?
