As far as the UN decides they should be enforced. And not an inch more.

You might have noticed that most of the world agrees with me on this.

Quoting this week's The Economist: More than 80% of the public in Germany, Belgium, Turkey, and Netherlands says military intervention in Iraq is unjustified without UN support. Above 65% in Britain and slightly under 80% in Spain concur.

This number is about 48%, almost half, in the US.
