Perhaps it lost something in the translation
Actually that is exactly what I thought at first, because the French equivalent for "to shut up" ("se taire") is really not used in politics at all.
It seems, however, that the translation is not a bad one after all:

(the countries "who have lost a good occasion to shut up")
