Chirac was angered when EU candidates Poland, Hungary and the Czech Republic joined pro-U.S. EU members such as Britain, Spain and Italy last month in a letter supporting Washington's line on Iraq against the more dovish stance of France and Germany.

Chirac is just upset that the US is able to undercut the perception that the French and Germans can dictate foreign policy to the rest of the EU. So now he's going to threaten them with not being able to join the EU??

Maybe we should call it the ED (European Disunion... :0)
