The US was prohibited to help by the UN. And while Bush 41 encourage them to revolt, I have never seen proof that Bush 41 promised to help them crush Saddam. It would be like me telling you to go ahead buy a car; but that doesn't mean I intend to make your payments. Bush probably though they were asking if Bush would stop them, not asking him to help.

I do believe this is precisely what happened. Our CIA encouraged the uprising, the Kurds took it to mean we would be there fighting beside them.

The Iraqi people will be appreciative when we free them and hand their oil back to them. Until then, they believe we're coming to get their oil, but I do believe they don't care. They don't have the oil as it is, Saddam does.
