IT IS A SPENDING CRISIS, not a budget crisis Absolutely, when the coffers were full they racketed up spending to match the receipts and more never considering that the windfall tax receipts would disappear along with the boom. If you can't manage the budget in a boom there is little hope during a bust when needs explode.
