Spend a billion dollars (hence saving several billion) mount a campaign of subversive underpinning of Saddam ( special ops and opposition factions) and get him out (perhaps even assassinate).

It's been tried several times.
It has failed.
Every single expert on Iraq and Iraqi expat says it has no chance of success, Saddam is too ruthless.
The only faint chance of success a coup has at the moment is due to 200,000 Allied troops assembling at the borders.
