The only way Saddam will be neutralized without an invasion is if he believes the vast majority of the world is united against him and he is confidant that he will be invaded.

My guess is that's about right. And who has the job of persuading "the world" that is the case. Friend Bush. That it has not been persuaded is his big next task. If he does not do so, life gets a great deal tougher than it now is. Rather than solving problems, the invasion creates a veritable grab bag of new ones.
