Albert, look at the ranking of purchasing power, below poverty line, infant mortality, unemployment, number of internet connections, number of televisions, number of radios, etc. If you keep clicking around the site, you'll note the differences. Latin and South America are almost always at or near the bottom and, more than not, they rank less than Cuba which had no US developmental assistance.
