US Presses Turkey to Approve War Plan

ANKARA (Feb. 19) - The United States told Turkey on Wednesday that time was now critical in reaching an agreement on deploying U.S. troops to Turkey for any attack on Baghdad.

Turkey has delayed a parliamentary decision permitting the deployment of tens of thousands of troops on Turkish soil while pressing for a better financial aid package to cushion against economic damage from any war.

With time apparently running out to that attack, Washington has begun to consider the idea of abandoning the northern front that might shorten any conflict.

''I can bring you a sense we hope to resolve this,'' U.S. Ambassador in Turkey Robert Pearson told reporters after a meeting in the Foreign Ministry. ''We are actively engaged. Both sides are working hard and I hope we can reach a solution.''

''Time is a critical issue for us,'' he said.

Pearson said he had brought a message from Washington replying to Turkish demands, filed in the early hours of Tuesday morning, requesting a further improvement in NATO partner Turkey's terms for co-operation.

He did not make clear whether Washington had improved its offer.

U.S. patience with Turkey is clearly growing thin as U.S. troops steam into the area ready to deploy for a war that many here believe could begin by the middle of next month.

But Turkey, the government and the powerful military, insist a war could undermine the country's economy and stir turmoil in the area.

If Turkey fails to agree terms -- and time is apparently running out this week -- it will also disqualify itself from the financial aid package. Its economy is only now clawing its way out of devastating economic crises and is vulnerable.

Washington had expected the Turkish parliament to pass a resolution Tuesday allowing deployment of the troops and use of air bases in any conflict against Iraqi President Saddam Hussein, whom the United States accuses of harboring weapons of mass destruction.
