The only way that can be accomplished is to keep the countries technologicly crippled, soon to be a century behind the rest of the world, and then rather intrusively monitor their every activity. I don't think such a policy can be maintained for very long. We must ultimately organize our policies to where we can trust North Korea the way we trust North Dakota. That cannot be done by first strike.
