Schell is the guy who suggested that a bit of irrationality is a good thing in foreign policy. Nixon and Henry K read him and were influenced. Saddam has not, but acts as if he has.

Schell appears to have taken too liberal a dose of his own medicine.

The crux of his thesis is this:

The world's prospective nuclear arsenals cannot be dealt with without attending to its existing ones.

Plainly silly. Not worthy of comment.

Schell must be slipping.
