If you are going to assert that Prop 13 has caused home prices to rise - with the result that property tax burdens are unfairly distributed - then you should support your opinion with some data.

I'd bet the long term trend (since 1980) in Bay Area home prices correlates well with a rising population and falling interest rates - with the latest spurt since 96' having more to do with the economic boom and stock market wealth effect. I’ve looked for data to support your opinion, but nothing convinces me.

BTW, I am born and raised in the Bay Area and have been on both sides of the fence - my assessed value being 10 times higher than my grandparents property. This is an extreme case – since I bought my home in the 90’s and my gparents purchased their current home in 56’.

I have a hard time feeling for folks who have hundreds of thousands of appreciation tied up in their home... something the younger generation will never experience due to laws that they passed in order to profit for themselves at the expense of their kids.

I guess this is your real beef. It’s not that you think prop 13 caused the higher prices just that it created an inequity in the taxes paid. However, what you fail to see is that prop 13 helped home buyers to assess their future property tax burden – and in this we are all treated fairly.
