Science fiction writers do a good of predicting alternate futures. Jules Verne the best example. Amazingly accurate -a combination of expanded emerging scientific discoveries , human inclinations, and attitudes of various nations in adapting new technologies.With America being the bold and reckless always willing to try something new , bigger, and challenging.
Verne writes "From the Earth To The Moon", and about 80 years later JFK says " Lets go" '
With the same political arguments between Texas or Florida as the desired launch site
With the chosen launch site located within mere miles of Vernes prediction
With the same approximate weight of the vehicle.
Somebody is already writing the alternate future you mentioned, we just dont know who it is yet
