The United States holds the dubious distinction of having the largest incarcerated population in the world, with 2 million people behind bars as of year-end 1999.2 With only 5% of the world's population, the U.S. holds a quarter of the world's prisoners.3

Not shocking. Germany gave that terrorist 15 years for a murder conviction in the deaths of 3000 Americans.

I'm sure we could clear our jails, too, if the average murder was only worth 1.8 days.
