I haven't seen the NZ article, but es, in a sense you could say Bush has already lost the war. Lost, in the sense of losing the moral initiative, barring any major smoking gun. At this point, for Bush to proceed in the face of European and UN opposition makes very real the possibility of NATO splitting up. And as much as he says the UN might look impotent by not following through on enforcing resolutions, for the US to proceed independently also makes the UN look impotent because we don't care what they do or say if it doesn't go along with what we want. So will Dubya order attack on Iraq, most likely plunging the world into at least recession, if not full-blown depression, just to save personal face? And if he doesn't order attack, bowing to worldwide and UN opinion that Saddam is not an immediate threat, then he looks like a loud-mouth cowboy who shot off his mouth too loud and too soon. Which of these decisions will guarantee his re-election? Maybe neither. Bush is losing the war right now.
