As a side note, I read an article the other day about Bush's budget. Burried deep inside is a request for $ to destroy the US arsenal of... Chemical Weapons.

Did the US ever sign and ratify this ban?

I don't think it did.

Also the process would take time and money, thus the need for a budget item to destroy these weapons.
