That's 'cause Blix giving an honest report, followed by very great speeches by both the Syrian and French foreign ministers ruined the game plan.

a) Powell presents to the UN but, in reality, is really presenting to the American public (most of whom like him);

b) The next day Bush and Powell stand tall and firm together the next day to drive home the points that Powell made the day before;

c) The next day the nation goes on high alert and people everywhere are frightened into supporting their president

d) Rice meets with Blix to persuade him to be strong.

e) Blix emphasizes non-compliance.

f) Let the bombing begin!

It was a great game plan. Unlike Blair, Bush emotionally whipped the Americans into supporting his war. He was set to go. Only problem is points e) and f) above didn't materialize. And Blair got clobbered. Hmmm. Must be that European thing.
