France and Germany wanted to meet and come to a consensus with Bush, but instead Bush sent Blair and Rumsfield in to do the job and they failed... Oh, everybody (non-Republican) knows that Bush isn't a particularly bright guy... Blair and Rumsfeld were better-equipped to do the job and failed. The French and Germans wouldn't have given in if Bush had spoken to them directly, IMO.
