David,

With all due respect, please allow me to respond briefly to your post about education in California.

The post states, "I believe there is a direct correlation between the quality of a school and the degree of local control of the school." I'm not sure what is meant by this. How do you operationalize "degree of local control?" Are you suggesting that parents should tell teachers and administrators what to do? I am afraid that this is an idealized notion, a myth, with extremely doubtful support.

The proposed solutions of your post appear to be a bit naive. For example #1 suggests that the California Ed Code focus on "what students should know, not on how teachers should teach." In fact there is very little, if anything, in the CEC about how teachers teach. Instructional methods are not laws and the Ed Code is a legal reference. The other proposals also seem to lack care and forethought.

IMHO, most of the educational dis-ease in California is political. Education in this culture has become a relativistic truth captured and carried as vote-getting sound bites by politicians. Yes, this is a big part of the problem.

Is instruction better than 20 or 30 years ago? Most definitely. Can instruction improve? Of course. Does making public education a scapegoat improve the education of our children? Probably not. There are more rational ways to do this.
