China Unicom CDMA User Growth Ebbs;Handset Subsidies Fade

HONG KONG -(Dow Jones)- A shift in promotion strategy for its CDMA mobile phone system triggered a decline to 13% in subscriber growth at China Unicom Ltd.'s 12 original provincial networks in January from 21% December, the company said Thursday.

China Unicom added a net 602,000 users to its code division multiple access, or CDMA, service in January over December. This compared with a 21% on-month growth in December.

The company's spokeswoman said the on-month decline in CDMA net additional users at the 12 networks is due to the company's moving away from handset subsidies to woo new customers. That change in strategy started in January.

"Instead of direct handset subsidies in the past, we have been shifting to usage-fee discounts in some provinces," she said, adding that its new CDMA users may still receive discounts linked to their usage volume.

The shift in strategy can help it lower financial risk because it will no longer need to amortize the handset subsidy costs, she said. At the same time, users will continue to benefit from usage- fee discounts, she added.

China Unicom's nine newly acquired networks together contributed 1.929 million subscribers to the listed unit of the country's second-largest mobile operator, bringing the company's aggregate CDMA users to 7.022 million.
