Worth very little without the other 9. In fact, in Jefferson's view, it's purpose is to allow defense of the other 9.

Unfortunatly I'm not sure that other AGs would not have been doing almost the same thing under the circumstances.
Keep in mind he is a committed Xian fundamentalist opposed to anything in society that doesn't fit that mold. He made the largest power grab he thought he could get away with. And the largest since Lincoln suspended habeas corpus at the outbreak of the Civil War (which was Constitutional under the circumstances).
