It's been avoided for a long time. The end of the Cold War was supposed to reduce nuclear tensions... not increase them. If Pakistan and India are any example, I don't want Taiwan/North Korea/South Korea/Japan/Iran/Iraq/Saudi Arabia or the rest of Central Asia to keep us awake at nights wondering if the have good 'command and control' over their missiles.
