According to intelligence reports many parts of the USSR are pretty much run by criminal organizations. There is a joint program in place, but with the massive corruption in the former USSR caused by their economic problems (corruption encompassing all law enforcement agencies there), I leave you to guess how effective that must be- in the face of hard currency available on the black market for weapons.
