arabs tried to buy weapons grade nuclear material from russian black market on a number of occasions. A number of attempts to transport the material was stopped by russian police border patrols.
Russia can not account for some small amount of the uranium but I do not believe any of it is a weapons grade.
There few things that not even corrupt russian government is ready to do and one of them is to allow sales of WMD.
While russia holds most of the former USSR nuclear weapons, IMHO, if there is any risk there it would most likely from smaller republics that still have access to nuclear materials.
Russia and US are working together on controlling that risk as well
