1) Chetzneya is a part of Russia
2) Russians do not keep WMD in that area, too dangerous
as far as proving, same as in US every gram of radioactive material is cataloged and any differences between the records and actual material may presumed to be stolen. There are no underground fabs that actually mine and purify uranium
