I think Europe is looking inward, and wants to be left alone to settle it's affairs. This is the view expressed by Kagan, and it makes more sense to me.

Their Foreign Policy is to further their own ends, and, from France's viewpoint, to put a stop to all Military actions by us. They do not want us roaming loose upon the Globe, satisfying our own ends, without having to change our goals to suit them.
