re:The news report said it was the first time since 1983

Maybe since one crossed and returned. We have had defectors land in the South a few times and one of them was as recently as 1996.

cnn.com The defection followed closely on the heels of an incursion into South Korea's coastal waters by five North Korean gunboats. The South Korean navy pursued the gunboats and chased them back north of the demarcation zone about 20 minutes after they arrived.

Good point. I think Kim Jong is working real hard lately to keep the attention of the US off balanced while playing with S. Korea. I sense he feels some kind of camaraderie with the other dictators of the world and this is his way of supporting "the team". Nothing else makes a lot of sense.
