Perhaps because none of the victims' relatives tried to sue him in the said court. Wrong again. The case against Sharon is particularly strong, because he has ALREADY BEEN FOUND RESPONSIBLE in an Israeli court for the said atrocities and forced to resign. Sharon was found indirectly responsible by a political commission, not a court. Naturally no international court bothered to indict the man directly responsible, since he wasn't Israeli.
