Compared to the alternatives floated in his direction this may be very attractive.

"2. "Comply or else" has been in 17 UN resolutions. whats changed now ? "or else" is clearly specified in UNSC 1441. "

My opinion is that there is a difference between articulating a desired behavior and actually enforcing the resolution. THere has been little or no enforcement.
