In the end when you make a threat you have to follow thru or you have no credibility in the future.

If your threat accomplishes your goal, it would be absurd to follow it with action.

Who pays for them to stay by the way and how do you bear the expense of rotation in order to keep force primed to go?

That $6-$30 billion we're prepared to bribe Turkey with, would make a nice start.
