Expansion of the inspection process, containment and a gradual easing of the sanctions in order to make Iraq more of a world participant than a villain. Also seek Iraq's assistance in tracking down Al Qaeda.

Material breach is determined by the UN Security Council based upon this body's interpretation of the inspection reports, a process which is ongoing. Neither Bush nor you can finalize that process. Only the UN Security Council can do that.

There are email links to members of the United Nations Security Council. You're welcome to use this link in order to express your views. I remind you that this thread is an urge not to begin the war. If you wish to pursue an Iraqi disarmament thread, then I encourage you to do so. If you do, please let us know about it. Thanks for your idea.
