Gelbard: No 3G network in Israel before 2005

“A UMTS cellular network will not be established this year, certainly not by Pele-Phone,” Pele-Phone CEO Yacov Gelbard told “Globes” today. “ Cellcom probably won’t do so either. Partner Communications mentions 2004 - not 2003 - but I assume it must also be backed by a practical high business plan. It will be hard to write such a plan in the current market climate.”

Gelbard says even if Antitrust Authority director general Dror Strum allows the cellular companies to establish a joint 3G network, that doesn’t mean the three cellular companies will begin deploying it. We don’t think it will be built before 2005-06, and maybe not even then. “Without a practical business model, I don’t believe the companies will undertake such an adventure,” he said.

If Pele-Phone believes that if the 3G network is delayed by more than a year or two, it will reportedly ask the state to refund its payment for frequencies, or that no fee be charged for these years. The Ministries of Finance and Communications are discussing an arrangement, under which the cellular companies will receive up to a 50% discount on their frequencies fees for the period that they do not establish a 3G network.

In response to a question on this subject, Gelbard said, “The company is studying the issue of deploying a 3G network.”
