Although 1 is in doubt and is pretty much in selective parts of the country, 3 is happening and in some fashion 2, in terms of schooling related activities as well as rebuilding.. Most of the 2, 3 at this point seems to be charitable foundations as well as limited foreign aids.. One of the more committed group in that sense is akdn.org

Have not really seen much in the way of what US is doing in this area..
