No shortcuts. A Constitution is a "scrap of paper". It is meaningless, unless there is a national army that controls the ground, and takes orders from a central government that follows that Constitution. No shortcuts. The first order of business for the Loya Jurga should be disbanding the militias, or folding them into a National Army that takes orders from Kabul. Until that happens, there is no nation, there is no effective national government, there is no rule-of-law, and there is no peace. There is just chaos and misery, fertile ground for Islamism to grow. No shortcuts.
