Elroy, for the RBOCs to install fiber to the home, they need to generate cash through either profits, new borrowings or new equity. Until the profit picture improves, the last two cash sources will not happen. Because the RBOCs have to open their copper lines to competition, local services revenue is being eroded (local lines and DSL)and will continue to be, thus the profit picture remains bleak. In addition, cable is taking substantial market share from the DSL revenue, causing further pressure to the RBOCs.

Isn't this a simplified overview of the situation and how it directly effects equipment manufacturers such as JDSU?
