Jacob, you are making a fundamental mistake. You are assuming Hussein thinks like you do. He's not "reasonable." He would quickly face a popular uprising, where his army and the Iranian guerrillas would be so mixed, nuclear weapons would be unusable. Wrong. His track record says he would use the nukes. He doesn't care how many of his own people he kills. He never has.
