XYZ, That was my first thought. Tax revenues missed by a long shot last year putting 2/3 of the states in deep trouble. My bet is that since the bull market was just around the corner that estimates were kept high for 2003 for both income and sales taxes.

We should be seeing new casinos and lotteries popping up everywhere.
