from the tekboy link implies that von Rumsfeld & oil slick Dick (as they have been called on this thread) are separate from the PNAC. But that is belied by the quote

Vice President Dick Cheney is a founding member of PNAC, along with Defense Secretary Donald Rumsfeld and Defense Policy Board chairman Richard Perle.

Since both where "founding members", one could speculate that they were not in serious disagreement with the infamous PNAC White Paper produced in September of 2000 entitled "Rebuilding America's Defenses: Strategy, Forces and Resources for a New Century."
